New parking fines to be introduced across the borough from 31 March
 
New higher fines will be introduced from 31 March for more serious parking offences such as parking in a disabled bay or on double yellow lines.

Following national guidance from the Department of Transport about changes to parking enforcement, Basingstoke and Deane Borough Council has agreed to a higher band of parking fines for more serious offences.

The new fines will come into force on Monday 31 March and include two levels, higher and lower. People misusing a disabled bay or parking on double yellow lines will be fined £70. However, if you overstay in a pay and display car park, there will be a lesser charge of £50. Currently the level of fines is £60 regardless of the seriousness of the offence.

The council’s Cabinet Member for Planning and Transport Cllr Horace Mitchell said: “I’m fully supportive of the introduction of higher fines for more serious offences and those that increase danger. Those who park illegally in spaces meant for the disabled should be liable for more of a penalty than someone whose pay and display ticket has just run out. Likewise those who park on a double yellow line – the road markings are there to ensure safety.

“The legislation also calls for parking attendants to be renamed as ‘Civil Enforcement Officers’, but given that most people think a CEO is the person who runs a company we will continue with our excellent team of ‘parking attendants’!”

Notices of fines issued up to the 31 March will continue to be processed under the old system.

There will continue to be a discount system to encourage people to pay promptly within the 14 day period.
